When I looked at the site it was clearly mentioned that all the photos were dedicated to public domain and could be used anyway you liked.

However sites do change their terms and conditions so do look for any changes that may have occured in their terms of use.

With a good collection of photos on this site you are likely to find some which you can use. The site welcomes voluntary donations and also requests webmasters to link to it from their websites.
